Professor and Director of the Department of Public Law at the Universidad Alberto Hurtado (Chile). He holds a PhD in Law from the University of Girona (Spain) and the University of Chile.

He has published articles in national and international academic journals on state liability, prison law, and crimes against humanity. He is the principal investigator of the Fondecyt Initiation Project Service Failure in Police Actions.
