PhD from University of Bologna (Italy) and professor of Administrative aw at the Complutense University of Madrid (Spain). He has developed an extensive research career in the field of the general theory of administrative law (especially in historical and political-constitutional foundations, rights, procedure and evidence), the law of tort (both public and private) and the territorial organisation of the state (especially the local regime).

It is worth highlighting, due to its relation with the subject matter of the Girona Evidence Week, the article Los hechos en el Derecho administrativo. Una aproximación published in the Revista Española de Derecho Administrativo, 177 (2016) and two monographs on the issue of proving the causal link in liability for damages: La teoría de la pérdida de oportunidad ( Civitas, 2007) and La responsabilidad proporcional como solución a la incertidumbre causal ( Civitas, 2018).

He has also had the opportunity to learn about evidence in practice, as a counsel at the Spanish Constitutional Court for almost ten years and as a consultant at Baño León Abogados.
